Ground Intelligence for Public Sector: See every road, know every risk, and fix what matters most 

Hazards like potholes may seem like just an annoyance, but they create real problems for communities. Across the U.S., states spend nearly $15,000 per lane mile on upkeep annually, a number that has risen more than 37% over the last 15 years. 

Agencies try to get ahead of the problem, but most maintenance plans are built on reactive 311 calls and incoming complaints without the ability to proactively detect and address hazardous conditions. Moreover, surveys that are conducted every two to three years may miss damaged roads, and in many cases, dangerous roads aren't identified until after a crash confirms the risk.

Ground Intelligence for Public Sector changes that. Powered by the Samsara Network—which contains millions of connected assets—agencies gain continuous, network-wide visibility into road conditions without new hardware or installation downtime. Agencies can see their entire jurisdiction in real time, deploy crews proactively, and make maintenance decisions based on live data surveys. Ground Intelligence for Public Sector includes:

  • Pothole Visibility: Automatically detects road hazards and allows you to easily prioritize with filters that include Time Range, Severity Threshold, and more. Supervisors can remotely verify conditions with video evidence before dispatching crews, so they can arrive with the right materials, at the right location, every time.

  • StreetSense: Delivers real-time, on-the-ground visibility across an entire jurisdiction through connected Samsara Dash Cams, enabling rapid post-storm assessments and emergency response planning without the need to physically scout road conditions.

In addition to these solutions, the ability to automatically detect risky intersections is on our roadmap and will be coming in the near future. This technology will use near-miss events and other driving data to identify high-risk zones before they become fatal. It will give transportation planners leading indicators to prioritize infrastructure investments and advance Vision Zero goals, leading to lower legal exposure, reduced repair costs, and infrastructure decisions guided by live data, not guesswork.

Waste Intelligence: Resolve disputes faster and recover unaccounted service costs

In waste management, the margin for error is thin and the cost of seemingly minor issues can quickly compound into major headaches. For example, resolving a single missed-bin call can take hours of staff time. Overfilled containers are common on routes, but billing for them usually means drivers have to stop mid-route to photograph bins and file manual reports. Contamination in recycling and organics streams typically isn't discovered until the load reaches the transfer station, far too late to attribute it to a specific stop or account.

Waste Intelligence uses multimodal AI—combining video and sensor signals from Samsara AI Multicam and other connected devices—to automatically document events like these that have previously depended on manual effort. Every service event becomes a structured, searchable record. Evidence is captured automatically and easily accessed directly within the Samsara Platform. Waste Intelligence has the following capabilities:

  • Service Verification: Automatically generates a record for every service event, including timestamp, location, route, vehicle, and photo or video evidence of the lift-and-dump. A searchable, filterable map plots all serviced addresses so customer disputes can be resolved in seconds.

  • Overfill Detection: AI evaluates commercial waste containers and automatically flags clear overfill instances, generating timestamped, photo-backed records that can be shared directly with customers to support consistent overage billing, without depending on driver documentation.

  • Contamination Detection (coming soon): Launching later this year, Contamination Detection will identify recycling and organics violations at the point of collection, enabling cost attribution to specific accounts before contaminated loads ever reach the facility. This will allow for faster dispute resolution, defensible billing, and an end to lost revenue.

AI Multicam: New AI detections for even better visibility 

Public sector vehicles—such as transit buses, school buses, public works trucks, and emergency support vehicles—operate in some of the most demanding environments on the road. Samsara AI Multicam gives drivers real-time, 360° visibility around their entire vehicle and delivers AI-powered alerts before collisions happen. Samsara already detects vulnerable people on the road through our Pedestrian Collision Warning detection. Now, we're expanding that protection with two new AI detections designed to give public sector fleets even better visibility around vehicles:

  • Rear Collision Warning (RCW): This AI detection continuously scans for obstacles behind the vehicle during reverse maneuvers, spotting barriers, walls, other vehicles, and other objects. Drivers receive an instant audio alert and visual overlay on the in-cab monitor the moment a hazard is detected, giving them time to brake before impact.

  • Vehicle in Blind Spot (VBS): This AI detection monitors adjacent lanes when a driver activates a turn signal, automatically alerting them to vehicles in their left or right blind spot before they commit to a maneuver. The system highlights hazards with red bounding boxes on the in-cab monitor, helping to keep drivers informed and safe.

Together, RCW and VBS extend the proactive safety coverage AI Multicam already delivers, helping public sector fleets prevent the incidents that are most costly, most common, and most preventable.

Ridership Management: Ensure every rider is accounted for 

For school districts, public transit agencies, and paratransit providers, passenger accountability is non-negotiable. Paper manifests and driver memory leave too much room for human error, and the consequences can range from missed compliance requirements to serious safety incidents. Without reliable ridership data, agencies also struggle to make sound fleet and service decisions, often purchasing or deploying vehicles that don't reflect what routes actually demand.

Ridership Management is designed to deliver a complete, accurate picture of who is on every vehicle throughout the day, without adding friction to drivers or administrative staff. The solution is built around three pillars: 

  • Rider Accountability: Stop-by-stop digital manifests support multiple boarding methods—RFID, bulk board, manual search, and anonymous add—to help ensure riders  are recorded across a range of circumstances. Configurable driver alerts notify when unexpected boarding events or wrong-stop departures occur, and critical rider flags surface individualized care plan requirements directly in the driver workflow.

  • Enforced Rider Safety: Photo-verified safety checks are automatically triggered when passenger count drops to zero, creating defensible, time-stamped records that help demonstrate that mandated safety walks were performed. Door-open and low-latency geofence breach detection, combined with hands-free screen transitions, help minimize driver distraction and dramatically reduce the risk of left-behind incidents.

  • Modernized Operations and Reporting: Advanced Custom Reporting surfaces actual ridership trends so agencies can right-size vehicle capacity, optimize routes, and eliminate spending on underutilized assets. State and local reporting requirements can be automated, helping to free administrative staff from hours of manual data entry. From the first boarding to the final stop, riders can be accounted for in a single system, and agencies have access to documentation that helps demonstrate their ridership and safety practices.
