The Challenge
Disjointed systems and manual processes limited actionability
An employee-owned company serving California for over 60 years, West Valley Construction is a premier underground utilities contractor. Their impressive scale reflects their commitment to maintaining and expanding California's essential infrastructure.
However, managing a growing workforce while maintaining the highest safety standards demanded more than basic telematics data could deliver. West Valley Construction's prior telematics vendor provided metrics such as harsh braking, acceleration, and speeding. Without dash cams, the team lacked context for driving events, making it difficult to facilitate meaningful coaching.
Operationally, West Valley's previous platform lacked scalability. "There was a lack of automation and limited ability to manage assets and driver assignments at scale. With our growth, it wasn't possible to maintain the level of oversight we needed," said Ryan Haas, Director of IT.

The Solution
A long-term partnership rooted in innovation and scalability
West Valley selected Samsara after a cross-functional evaluation, focused on finding a scalable, integrated platform for the long term. "We wanted a partner we knew and trusted," said Amy Paolercio, Director of Safety. "I had years of experience with Samsara from a prior role and knew the level of partnership and customization they brought to the table. It made the choice simple."
Samsara offered a unified solution, enabling the team to connect GPS data with video for clearer incident context. Equally critical was the open API, which allowed West Valley to create a centralized system of record and improve productivity. "Samsara's API opens doors to connecting data sources, creating automations, and reducing manual data entry," said Haas.
The rollout included Fleet Telematics, AI Dash Cams, Trailer Tracking, and Asset Tags supported by a phased, transparent implementation plan to secure driver adoption. After dash cam installation, drivers were given a 30-day ramp-up period before scoring went live, helping ease concerns and build trust. From implementation to today, West Valley and Samsara have worked side by side as partners. "We need to stay dynamic to support the business," said Haas. "We found that with Samsara."

Cutting safety events by 97% through empowering change.
West Valley Construction transitioned from telematics-only tracking to a fully-integrated, video-based safety program with Samsara. By pairing cameras with a transparent, phased rollout strategy, they overcame initial driver concerns and built trust across the team. Within four months of rollout, safety events decreased by 97% with in-cab nudges, self-coaching in the driver app, and a recognition program. Additionally, video evidence supported five driver exonerations in a single month.
"Our drivers are proactively checking their scores and acknowledging events—they're self-correcting and changing their behavior. Samsara shows our people taking ownership and improving," said Paolercio.

Real time fleet visibility enables preventative maintenance
West Valley Construction integrated Samsara with HCSS Telematics to automate fleet maintenance and eliminate manual data entry. Previously operating without a formal connection between telematics and maintenance systems, the team lacked real-time visibility into mileage and engine hours. Today, automated data flows and maintenance triggers ensure up-to-date records and proactive service scheduling.
